Survey, engineering and environmental services are competitively procured under clearly defined scopes and billed on a transparent cost-plus basis. Tideway’s managed-service premium covers professional procurement, scheduling, coordination, quality control and accountability. Government fees are billed separately at actual cost. All scope, estimated costs and payment milestones are approved before work begins.
